                                      Country Club of Roswell Handicap Committee Charter



I. Mission
Improve general membership satisfaction that increases tournament and club participation

II. Goals 

            A. Education 
                 Inform the membership of the workings of the USGA Handicap System and the USGA Rules of Golf 

            B. Communication 
                 As often as possible on our findings, progress and methods to deal with handicap issues 

            C. Enforcement 
                 Insure prompt and proper posting of scores and reduce the handicaps of members consistently perform better in competition

III. Composition-The majority of the committee must be members of the club. Club employees may serve on the committee but an employee may not serve as chairman. 

            1. Chairman 

            2. MGA Chair 

            3. WGA Designate 

            4. SMGA Designate 

            5. At Large 

            6. At Large 

            7. Head Golf Professional 

            8. Assistant Golf Professional

IV. Term of Committee- up to two years (October 2001)

V. Election of Chairman-by the current committee in February to begin in April

VI. Appointment of New Committee Members-nominations begin in Fall and new members are asked to join the committee in February for orientation until term begins in April

VII. Meetings-Monthly or as needed

VIII. Duties 

            A. The committee will endeavor to review all members who maintain handicaps. 

            B. Periodically review score postings by members 

            C. Periodically review Hole by Hole Stroke Allocations

IX. Adjustment Process 

            A. Minimum of Twelve Tournament Scores in a two year period (June 2002) 

            B. Delta of Three between Tournament handicap and actual handicap (June 2002) During the months of December, January and February, the Delta is raised to 3.5 to reflect the seasonality of the handicaps. (January 2003) 

            C. 80% of Delta is subtracted from actual handicap to arrive at adjusted handicap 

            D. Twenty most recent scores (August 2002) on a rotating two year calendar

X. Notification of Members-A letter is sent to the player notifying him of the adjustment.

XI. Appeal Process-The player can appeal the committee’s decision at the next scheduled meeting of the handicap committee.

XII. Adjustment Removal 

        A. The Delta drops to 2.0 (February 2003) 

        B. One year from effective date

XIII. Medical Exceptions-can be granted if exceptional circumstances exist such as injuries and or recent surgeries. If exceptions are granted, the committee reserves the right to make adjustments as the player recovers from the condition cited to gain the exception.
